I'd suggest Cozumel. Been to the ABC's and the crime rate doesn't seem to be
different than 20 years ago.

I guess I'd stop here and ask what you mean by third world countries. Does St
Maarten qualify? Spent two weeks there in May and loved it. We went to
Curacao for 12 days over New Years with the intent of buying, and after over
15 years of visiting them, fell out of love with the Island. Some of their
people are totally out of control and there is no police presence. Fifteen
years later and we still had assholes running up our tail and passing us no
matter what the conditions were. I have to assume they are still breaking
into cars parked at dive spots, just as in Bonaire.

I'm back to Grand Caymen for a few weeks this month, and would move there in a
heart beat if I could afford the cost of living there. October I'm spending
two weeks in Belize. From my travels, reading, talking to people, emails,
etc., I think I am going to vote Belize on the top of the stack. Many are
looking at Costa Rica, but from what I've been quoted by 'sales people' the
prices are outrageous. Buy an acre for 75 grand to be a few miles from the
beach? Belize you can purchase on a lagoon at reasonable prices. I'll know
after my next trip.

Cozumel runs even with me to Belize, but I don't speak Spanish... Belize is
English speaking. I will say this about the Mexican population in Cozumel.
They are the warmest, friendliest people I've met in decades of travel.
