People rent scooters sometimes, but taxis were relatively cheap. I
personally stayed in town and took a taxi each day out to the dive
shop. We had breakfast and lunch there at the dive shop, but there
was a hotel there too. Then we taxied back to town to walk around and
shop and have dinner.
The hotel where we stayed had a pool, and a courtyard, and you could
also rent scooters there. It was the Aguilar
http://www.cozumel-hotels.net/aguilar/ They say they are half a block
from the water, but it isn't beach water. This was the absolute
cheapest place to stay, so it is not luxury accommodations for sure.
I think it is much easier to taxi to the beach and back than it is to
taxi into town for dinner, but YMMV.
Cancun is also possible - haven't been there. The problem is that it
is more of a party place and less "Mexican" although I do think they
have public buses along the 'strip'.
You might also try Playa del Carmen where I haven't been either, but
I've heard good things about it.
