Where I live, we have not had a freeze in a few years. When it gets
cold, I move my plumerias into the greenhouse. They bloom and they
smell wonderful.

Check and see if there is a Plumeria Society near you. Houston has one
and I have purchased plumerias at some of their exhibitions.
