It would depend on what the stars are for and who is doing the rating.

For instance, hotel stars in Europe are generally based on what
facilities/features the hotel has, and not how good they are.

For instance, a hotel could be a star higher because it has a
restaurant. This doesn't mean the restaurant is any good or the hotel is
any good. People are often surprised to find out that 2 stars are often
better than 3 stars.
