Probably true. The State Department website no longer contains the
originally published dates for the implementation:
Jan 2006 - entry from the Caribbean
Jan 2007 - entry from Canada and Mexico by air/sea.
Jan 2008 - entry from Canada and Mexico at land borders.
Those dates are gone from the website. All it says is that the entire
program must be implemented by Jan 2008.
As I've been told, the President has also voiced his opposition.
January 2006 would have been a very aggressive timeframe. I'm not
against requiring passports, but there should be a massive advertising
campaign if they're going to implement it.
