Since when is it the primary responsibility of the Federal Government,
let alone the White House, to make plans to deal with possible natural
disasters in local jurisdictions?

If you lived on the San Andreas fault would you expect the people of
New Orleans to pay for the extra costs involved of ensuring your house
won't fall down?

Should the people living in Miami pay for snow removal equipment for
the people in Buffalo, NY? Should they be involved with the planning
for it?

If I chose to live on a houseboat in the middle of the Chesapeake Bay,
I would not expect the federal or even the local government to provide
me with the funds to keep the boat from leaking. I guess that is
because I accept my own responsibility. If I choose to live
somewhere, then I have to accept responsibility to do what is
necessary for the safety of my property and my family.

In the case of large scale projects that would benefit more than one
"family", the people that would benefit from the projects should take
responsibility to ensure that the projects are completed. If there is
no benefit to other people not affected by whether or not the project
is completed then the people in that area have two choices. Do it
yourself or move to another area.

Now the federal government and the US citizens as a whole are going to
have to pay for the mistakes of the people who chose to live in a sub
sea level area without taking the necessary precautions for doing so.

Should the people of the US as a whole be held hostage to pay for any
possible natural disaster any where in the US, just because people
want to live in an area subject to these disasters? My feeling is
that federal funds should not be used to rebuild in an area such as
New Orleans.

The people of New Hampshire lost a tourist destination a few years ago
when the face of the old man in the mountain of whatever it used to be
called broke off. Did they ask the federal government to come in and
glue the rocks back in place? No. They moved on with their lives and
accepted the change.
