"[Municipal transportation] may be used to provide transportation for
individuals who lack transportation..." is hardly what I call a plan.
When I make a plan -- and I'm a retired teacher who routinely made
lesson plans -- I defined my goal along with the steps I need to achieve
my goal.
Simply stating that buses would be "used" fails to identify and plan for
the issue we now know became relevant: that the buses had to be moved
to the high ground level in anticipation of the time they might be needed.
