the only tie I share wine on a cruise is when I am with someone who will
be able to reciprocate my tastes. If you are seated with someone who
knows and enjoys fine wine, then yes it is sometimes done to sample each
others, you will know from discussion if it will seem appropriate.

Not offering is not a snub, it is your wine and entirely yours to offer
or not. thinking that one is entitled to some one else's wine, well that
is another matter and indicates amoong other things, exceedingly poor
socialization skills.
