I've never been to San Juan. But the bars on the windows and
balconies is very common in Spanish areas - New Orleans French Quarter
(which is actually Spanish), and in Costa Rica. In Costa Rica, there
are bars and even barbed wire everywhere, and parking lots have guards
in them. That's because there's a lot of theft problems with people
stealing stuff from cars. But they don't have a lot of
murder/muggings and that kind of crime like we do in Miami or
Washington DC or Baltimore MD or NYC. Personally I'd rather be in
Costa Rica even with the barbed wire.
