In very general terms...
First... check the brochure from the cruise line (or their web site), it
will spell out their cancellation policy. If you're talking about canceling
now, there probably isn't any penalty. Whatever penalty might apply is
higher the closer you get to the sail date.
You should be able to still buy insurance. There are a few places you can
shop for it on line. This is one http://www.insuremytrip.com/ but there are
others.
I've never had a situation where my credit card was charged without my
permission. If the TA involved doesn't contact you, you have to contact them
to give permission.
