Every consulate has different rules. About 4 years ago, I applied for a
visa one morning, and I picked it up on the next afternoon. This was
following their rules. Two years ago, after 9/11, they made me wait 4
days before I could pick it up. The price of the visa also increased,
since the US increased the prices on their visas.
If there is an emergency, I am sure a visa can be obtained a little
faster. I did not want to come back during rush hour traffic,
unfortunately, they did not consider that an emergency. I guess they
haven't seen me drive.
