The cruise lines could have a "don't serve folks already drunk" policy, like
the airlines and many bars. This would mean there would be no folks "so
blasted that they probably don't even know that they're on a cruise ship".
It might even cut down on the number who fall overboard. Maybe even less
will go "missing". As far as a bottom line analysis, first they should see
how big of a chunk of their customer base would like the right to be falling
down drunk.
