AFAIK, the water taxis are on a schedule. It isn't a short ride BTW.

But I do know this one. Caye Caulker is NOT a private island. I
think the place you are thinking about with a park that one pays for
is Cozumel, and the park is (from what I've heard) history for the
moment anyway because of the hurricane (Wilma).

There is a snorkeling park (Hol Chan) for which you pay a small
amount, but it is only accessible by boat as there is no land there -
it is all underwater.
