Read my statement carefully again. I can create a NEWSGROUP
from groups.google without creating a USENET newsgroup.

That is correct! If you want to chalk it up as an amendment to my
statement, by all means.
But you are missing the point that I can READ and POST from
google on USENET newsgroups!
The violations Ray Goldenberg committed on ADs and on spamming
are on USENET newsgroups, not in any of the groups I can create
in google.
