Since when does being intoxicated absolve a person from responsibility
for his/her actions? If you murder someone while drunk does it make
you any less guilty? No. If you crash and kill yourself while driving
drunk, is it the fault of the county for not monitoring the traffic
cameras and stopping you from doing so? Of course not.

It is a person's decision to become intoxicated. If, as a result of
that decision, they cause harm to themselves or others, the blame
cannot be transferred to anyone else.

Personally, I don't want there to be a person constantly monitoring the
cameras. (A bit too "Big Brother" for me.) I would prefer that
people accept personal responsibility for their own actions and for
them to face the consequences as such, rather than expect there to be a
24/7 babysitter to keep them from harm.

And if I got drunk and fell overboard, I would not expect anyone to
blame anyone other than me.
