If I understand the PSA correctly, it says that you can't get off in a
US port OT the destination port unless you go to a foreign port. In
the Caribbean they make the distinction between 'near' and 'far'
foreign ports. But it does not apply to a cruise that starts or ends
in a foreign country.

So if Vancouver/Whittier isn't in violation then taking a B2B cruise
wouldn't either - they are counted as two separate cruises. And even
if they weren't, you would be starting and ending in the same port.
