No doubt your Travel Agent is telling the truth in regards to his/her
agency's contract with RCCL. To settle your curiosity, why don't you
check and see if there are any discount information for that cruise at
the RCCL website? You could also look at Orbitz, Travelocity,
Priceline, AAA if he's a member, etc. If the cruise is very heavily
booked chances are there won't be any free upgrades available. As with
most travel industry things, discounts and free upgrades are capacity
controlled.
