I don't know if the cruise lines give any warning. But you could end up
in trouble if you are caught using them at a foreign port. They are
licenced by the FCC which only has authority in the USA and
territories. Other countries have sovereign authority in their
territory on assigning use of radio spectrum. In other countries the
frequencies used for those FRS walkie talkies are used for other radio
services. For example in some European countries those frequencies are
used for fire and police services. They might not take to kindly to
those services being interfered with.
