Definitely a new airport -- a much larger one which is already underway
in development.

The express rail will hardly be wasted money because Beijing is
already getting rather congested in traffic most of the day. Any
transportation system will only lessen the congested traffic, and
I am sure could easily be linked to the new airport.
When Atlanta expanded its international airport to become the
No. 1 in the world in passenger traffic, it abandoned the old one
completely and build the Hatsfield Airport not far from it.
When Las Vegas expanded its airport facilities (to have been
voted the most desirable airport, reported in USA Today's this
weekend) it was much more than some new terminal buildings,
but a vastly expanded terminal linked to the old one by monorail.
