Did the law change regarding that foreign flagged cruise ships have to first
stop at a foreign port after leaving an American port before visiting
another American port? I ask this because I received an offer from RCI on
the Grandeur leaving Baltimore & then arriving in Miami. I thought this
wasn't allowed?
