I wander if you ran the card as a debit (Pin purchase) would you still
get charge the 1% fee? I think you would need to push the cheque
button at the merchant to do this. You might need to have this bank
to activated this feature outside of the US

I think the charge if any would depend on what network(S) you card
would go through.
