RG, on the first part of your question,
The answer is yes.
Here's a quote from Global Alert's brochure:
We will pay a pre-departure Trip Cancellation Benefit, up to the amount in
the Schedule, if you are prevented from taking your trip due your, an
Immediate Family Member's, Traveling companion's, or Business Partner's
sickness, injury or death that occurs before the departure on your trip. The
sickness or injury must a) commence while your coverage is in effect....etc
etc.....
For the most part, insurance companies want to you purchase their coverage
within 2 weeks or 15 days following your first deposit to cover "preexisting
conditions". If the condition was not of a pre existing nature, you still
should be able to get coverage for the claims you mentioned.
Part 2....without insurance:
As far as consideration without insurance, sometimes you will get some
relief. As Jim mentions, the contract is the contract, but depending on the
unique situation, there have been credits issued, especially when dealing
with a very close relative like a sibling or parent. The cruise lines will
always remind you that you had a opportunity to buy insurance for reasons
just like the one you are asking about.
