THAT is a pretty poor definition of a law breaker.
You can run a stop sign and be a law breaker.

I have no statistics to go by because there are so many ways one can break
the law..even very minor ones!
That is why you can't say that 99.9% are not law breakers. Perhaps you
should have used a different word for law breaker.
Terrorist might work better.
