You'll notice that Alaska came in third for these years (eg, $12,339
for 2003).

#1 was Washington DC ($60,869 per capita).

And with a population of 550,521, DC is nearly (83%) the population of
Alaska (663,661, as per the US Census Bureau for both).

AK also ranked (although slightly) behind the Eastern Virginia district
($13,117). For whatever reason, this report breaks up the US into 90
districts, some of which are 'complete' states, some not: Virginia as
a whole would probably fall after AK otherwise.

Maryland was 4th ($10,562) after Alaska, despite many fewer miles of
roads to ask for Federal Highway funds for. Florida's districts came
in 6th ($9,798; Northern), 47th ($6,829; Middle) and 71st out of 90
districts ($5,944; Southern). The least that was paid to any district
was $4,989 (2003).

Just so that no one feels left out, the 2003 National average was
$7,149 per capita.
