Dear JP,
Don't look now, but "illegals working on the cruise ships" does not
make any sense. Seamen and ship's crews all have to have
identification. They would become "illegal" only if they entered the
USA without legal status.
This may surprise you, but English is not yet a universal language!
Some degree of English skill is required to work on cruise ships
serving American audiences in positions where they come into contact
with the passengers. Only US flagged ships require American crews, and
there are only a couple of them, serving Hawaii.
