Okay is it just me or do these two paragraphs seem to be saying
different things. Top indicates air, the bottom indicates only land or
sea.
My understanding of the PASScard is that it is essentially for
those on the border who have to go back and forth. For instance, someone
in Detroit who has family in Windsor or someone in Mexico who works in
California.
