Why not? They may need to refuel, reprovision, or any numerous other
things. Should they restrict the passengers to the ship? Jamaica is
no more dangerous then any other poverty stricken place that
experiences an influx of naive wealth waving tourists. I've been to
several places on this planet that would scare some people silly
without incident, it all depends on how one carries ones self and
projects/protects ones belongings. A person who projects being a
victim usually ends up being one.
