Brian,
While I have never received an "orange card" while traveling with RCCL
(latest was last month), I believe they are suggesting that you won't be
able to enter the portion of the terminal where you will receive your cards.
You should be able to sit in the waiting area (before the security check
point) and wait for the call to enter. This of course is after you've
dropped your luggage off at the front of the terminal. We always arrive at
~11 am and have never had a problem.
However if you are concerned, I'd ask the hotel how stringent they are on
their checkout times. They may not have a problem if you stay a couple extra
hours.
