What all this means is that the FedGov is trying for the purposes of
fattening the pockets of their DoD contractors (in particular the
shareholders of The Carlyle Group, one of the largest of which is the
Bin Laden family) to force this down the states throats. Many states,
like Montana don't have the resources to pay for the Real ID card.
