Look at the QM2 and you'll see a similar thing (well, the non-named suites)
I haven't looked at the deck plans (no desire for NCA) - but if stability is
an issue, the lower is nore stable. Also, what's the next deck up? If there
is a noisy deck above, having a buffer deck of cabins above you is
preferable as well.
I forget the specifics of the heritage of this ship. It's possible she was
at one point designed or configured for a non-US market (German?) - so
diferent cultural expectations may play a part.
