There is a road / tunnel connection that is open
for certain periods of the day. You share the road
with the trains! The trains win by the way.
There is train service to Whittier, and the cruise
lines run busses / trains from Anchorage to Whittier.
If you are renting a car, make sure that the car
can be returned at Whittier. Otherwise, you will
still need to do the train / bus thing to get to
Whittier and catch your ship.
I'd suggest the cruise line bus service instead of
a rental car to Whittier. Rent the car for driving
around Anchorage and Alaska in general, then catch
the bus / train in downtown Anchorage. There
really is not much at Whittier.
