I can't answer you, regarding the right time to schedule a pick-up,
but having experienced disembarkation day in NYC, might I suggest that
your friend meet the limo a block or two away from the exit? That is,
if she's able to walk for a bit, with her luggage in tow. The pick-up/
drop-off area by the pier is chaotic. There's total gridlock, with
limos, cabs, private cars all lined up. It was a real drag - not a
pleasant way to end our cruise. I can't think of a specific spot to
use as a pick-up point...maybe someone else here as a suggestion.
