Royal Caribbean does not charge gratuities upfront. There are some travel
agencies that add pre-paid gratuities into bookings (especially groups)...
that may be what happened to you.
On Royal Caribbean ships, you can either tip in cash the last night of the
cruise or go to the purser's desk and have the tips put on your ship-board
account. If you do that, they give you vouchers to pass out to your waiter,
cabin steward, etc.

You are saying that none of the service you received during your cruise was
worth even a small tip? No one working on the ship provided you with
acceptable service?
