I have heard that RCI or their agents selling these cruises have told
customers to prepay.

In any case, RCI is making a big mistake.

They may be winning the battle but losing the war. They are being
silly by losing a lot for a few dollars.

Some attorneys may find this RCI practice illegal and furthermore
create a class action suit which will cost RCI a lot more money than
a small goodwill refund gesture, not to speak of all the negative
publicity.
It is bad business. From a customers point of view the refund is
fully justifiable and expected and RCI should see it from a customers
point of view not from their high and mighty position. Good publicity
is worth a lot more than the amount disputed.

RCI is being stupid. Penny wise Pound foolish.
