At least in Indiana that hasn't happened. Although the number of packs
being sold has gone down over the last 5 years (according to an article
in the Indianapolis fishwrap), the taxes received have gone up at a %age
faster than the decline. Smoking is an addiction, so the key is raising
taxes at a rate that is under the elasticity of the addiction.
Although harder to tease out for sure at the Fed level, same
thing seems to be happening there. |
