Hi Jeff,

I believe there are at least 3 points of difference between what Royal
Caribbean did and what Carnival did. Apparently Royal Caribbean did
not have anything in their brochure regarding adding the surcharge.
Carnival, in their brochure, said "the possibility that a fuel
supplement could be assessed in addition to the advertised price, and
that such a supplement would apply to all booked guests."
Royal Caribbean said shortly before they announced the surcharge that
they saw no need to impose a fuel surcharge in a conference call. Of
course, they reversed this decision after Carnival imposed the
surcharge. Royal Caribbean's statement was in contrast to
Carnival who had been saying all year that they were considering a
fuel surcharge. Apparently Royal Caribbean did not seek a
clarification from the Florida AG before they imposed the charge.
All of this being said, I don't know if the possibility of an
adjustment for cruise passengers has been ruled out yet.
