I don't think they all will. There is a certain demographic (both US and
international) that probably will always smoke.
And the lines that they go on will probably not give up on them. My guess
is lines like Costa... MSC... maybe Carnival... possibly even RCI, since
they seem to have a lot of casino smokers, etc.
