Yes, so if one isn't in any hurry, 3 weeks isn't too bad. I recommend
people who don't have passports get them now while the State Department
has put a lot of people working on this. One doesn't know what it might
be in the future after they get caught up with all the backlogs. Took me
about 6 weeks the last time (some years ago).
