You would have two choices. You can visit the nearest US counselate
and get a passport for an obscene amount of money. If you have
appropriate documentation, you'll get a six month passport for the
same price as a ten year, plus an expedite fee plus overnight fees. If
you don't have the documentation, you'll get what's called an
undocumented passport. Twice as much as the above, takes about 24
hours plus the two day air and is only good for 1 week and you must
present appropriate documentation to ICE before it expires.

I know someone who has had the latter occur. Robbed in Jamaica. They
now have a copy of the passports on their person and keep the original
on board. If they miss the boat, the copy is acceptable as proper
documentation if the numbers and pictures match up with the database,
which can be accessed within about a minute.
