That is because the staterooms are usually the same. A real upgrade
would be from an inside to an outside. Or an outside to a balcony.
Within the same kind of stateroom it is a paper upgrade. I got a seven
category upgrade once on Princess where the only difference in the
stateroom was that I was on deck ten instead of deck five.
