We've not had that happen to us. Mostly it was when we got on close
to noon and the cabins weren't supposed to be ready until 1300.

We've been on one RCCI cruise where some people got sick - they didn't
SAY that someone had noro, but the whole ship smelled of bleach
because they were wiping everything down. And one NCL cruise they had
noro on the previous cruise. Haven't had that problem on HAL in 5
cruises.
Twice on HAL we had a cabin assignment on a GTY and they changed it at
the dock, which meant that our baggage tags were wrong. We did get
our luggage, but since we drove to the port we had more of it than
normal and some of it didn't arrive right away, and it was
significantly worse when we got it than it was when we handed it over
to the porter on the dock. And yes, we DID tip him, even though in
Port Everglades the signs inside the terminal say that you shouldn't.
