I don't think there are many exceptions, only a few. As ISP's got
larger they dropped Usenet because it is not a profit making service. I
don't think they recognized a reality. I think a lot of the current
reality is a result of their dropping Usenet, not them dropping Usenet
because of the current reality. Also as the ISP's got larger they
contributed to the reality when they were running news servers by not
responding to abuse complaints. The abusers got what they want but in
the end they will be talking to themselves.
