Smoking is highly addictive, and I put it to you that those with an
addictive personality are the ones who get hooked. They are also the
ones that have trouble with moderate anything, such as alcohol or
gambling. They tend to be all or nothing types who are expert at
denial and impervious to reason.

To support this, I point to the myth of 'social smokers', of which of
course are people in the denial that is symptomatic of anyone who is
prone to addiction. These people are addicts, who will structure their
lives around their habits. A person with a non addictive personality
will realise this, and act accordingly.

All that said, it is of course possible to nurture your personality
into accepting addiction, and so free will does of course kick in at
some point.
