They certainly do in the USA, almost universally.
And even in France and Italy, although most people seem to prefer
mineral water, tap water is almost always available if you just ask
for it.
Many Americans (and others) aren't used to mineral water, don't see
any advantage to getting it, and don't want to pay for it.
Personally, I almost always drink tap water in US restaurants, but in
France and Italy, I go along with local custom and drink mineral
water.
