Not any more.

The developed world (I dropped the quotes as they obviously offend you)
doesn't manufacture as much stuff these days, the manufacturing of their
luxury good is done somewhere else now.

Much of the pollution generated in China and India is produced by the
manufacture of goods for export.
Why shouldn't the developing world be allowed the same 'per capita' level of
pollution?
