Private.

They get a vote for the Mayor, and are in Zone 6, but Kingston is only
just London.

Rental prices in Kingston are only around 40% more expensive than my
hometown of Exmouth, and the quality in London is a lot better,
certainly housing is expensive, but rental prices in my area certainly
haven't risen for a few years.
