Sorry, that is not true. They are covered by a program called
medicaid which is huge. The ones with a problem are largely those in
between. That is, those that are not poor and, thus, do not qualify
for medicaid but not wealthy enough to purchase insurance. 45 million
people without health insurance in the US are hardly all poor anyway.
A fair number of them simply don't want to pay for health insurance
even when they can because they are willing to take the chance they
won't get sick. That's why some states like Massachusetts which has
put through a mandatory healthcare system at the state level fine
those that do this.
