Then you have a fundamental misunderstanding of how Indian society works.
The 'street sleepers' are not homeless or unemployed.
They all have a house back home in their ancestral village, and most of
them spend six months a year in the village being farmers.
They sleep on the streets because they cannot afford a house in the big city
where they work and, because they are not there all the year around, do
not wish to build a shanty in one of the big shanty towns because it'll
disappear before they return.
They work in the cities because they want cold hard cash to buy things like
mobile phones and other technical toys for their real home.
Crippled beggars always have houses. These are provided by the Indian
government.
They are never seen sleeping on the streets...
