Prices will be about the same, but Paris and Italy will be much more
crowded in August.

I wouldn't recommend a tour since it is very easy and less expensive
to get around on your own, even if you're not an experienced traveler.

Paris has an excellent subway system, and there's a great network of
trains between cities. Rome's subway isn't great, but it gets you
there.

Paris - Venice - Rome would be a great 12 day trip. In 7 days don't
try to see more than 2 cities and consider just seeing 1.
