The congestion charge does not apply at weekends.
Traffic in central London on that day should not be too bad - it is
vacation-time and many people will be away. My inclination would be to
rent from an operator that allows you to drop the car off at a central
location, do your running around to Heathrow etc., take the car back and
get a cab to St. Pancras.
